Almost two years have passed since the September 11, 2001 al-Qaeda attacks on U.S. soil.

As a result of these events, a "War on Terrorism" was launched by the U.S. President George W. Bush, with support from NATO and other allies. The "War on Terror" has taken many forms, such as diplomacy, going after "terrorist financing", domestic provisions aiming to prevent future attacks, and joint training and peacekeeping operations with a wide variety of nations.

A scenario for Civilization II: Multiplayer Gold Edition by Academia.

Description

Almost two years have passed since the September 11, 2001 al-Qaeda attacks on U.S. soil. As a result of these events, a "War on Terrorism" was launched by the U.S. President George W. Bush, with support from NATO and other allies. The "War on Terror" has taken many forms, such as diplomacy, going after "terrorist financing", domestic provisions aiming to prevent future attacks, and joint training and peacekeeping operations with a wide variety of nations.

It actually began with the late 2001 overthrow of the Taliban government in Afghanistan, which had sheltered elements of al Qaeda and its leader, Osama Bin Laden. However, it quickly moved towards Iraq, when the U.S. government claimed that Iraq was a threat to the United States because Iraq could begin to use its alleged Weapons of Mass Destruction to aid terrorist groups.

The George W. Bush administration called for the United Nations Security Council to send weapons inspectors to Iraq to find and destroy alleged weapons of mass destruction and for a UNSC resolution. UNSC Resolution 1441 was passed unanimously, which offered Iraq "a final opportunity to comply with its disarmament obligations" or face "serious consequences". Resolution 1441 did not authorize the use of force by member states, thus Resolution 1441 had no effect on the UN Charter's prohibition on the use of force by member states against fellow member states.

In October 2002, the United States Congress authorized the president to use force if necessary to disarm Iraq in order to "prosecute the war on terrorism." After failing to overcome opposition from France, Russia, and China against a UNSC resolution that would sanction the use of force against Iraq, and before the UN weapons inspectors had completed their inspections, the United States assembled a "Coalition of the Willing" composed of nations who pledged support for a war against Iraq...

It's March 2003 and the invasion force is closing to Iraqui coasts... Will you be able to avoid a new confrontation that might eventually bring more chaos to the middle east region? or will you free Iraqi people and topple Saddam Hussein's regime once and for all?

In this post-cold war world, this is your chance to create a New World Order.

This scenario has been designed for PBEM play. I really enjoy playing games against human beings, so this scenario prioritizes that way of playing. The main obstacle for a SP is the existence of nukes in AI hands. We all know that the AI use them without second thoughts, so that tends to ruin the game. In order to make a SP version viable, i have decided to take the nukes away and make some minor changes. As a result, you´ll have two versions:

  1. Multiplayer version (full)
  2. Single Player version (no nukes) - NOT RELEASED YET
