Probably one of my better scenarios. It was popular when it came out. A few years old now, it's still the first scenario that was fought in a city terrain. It comes with a full strategy guide like some of my feature scenarios. Official description is, "The Crime in Civville is out of control. You can either take the side of the Police to stomp it out, or take the side of the Gangsters and Mobsters to spread the Crime throughout the city." Description
